The Values of FOPREL
For a theory to stand its test, it has to be vetted in real-life; only then is it possible to judge its validity. This is also how one has to see a political project such as FOPREL. If judged with too much preconception, only obvious flaws will be taken note of - "one can only expect to reap what one sows". In its document "Diagnóstico de la Institucionalidad Regional Centroamericana", ECLAC and IDB state that there is a basic factor relevant to FOPREL: "...the variable that has to be considered, in an analysis of the institutionalisation, is the correspondence between the functioning entities and the objectives the Central American parties want to achieve." In the case of FOPREL, exactly this is taken into acocunt in its Charter (Acta Constitutiva). To support its activities, FOPREL has an annual budget of US $18,963 received from each individual Member State. In light other institutions facing similar challenges, one might have to consider a raise in annual fees, as these have not been changed since FOPREL's establishment in 1994. Since the start, the members of FOPREL have been working to propose ways to create and/or reinforce institutions supporting the "Development of Democracy". In this sense, FOPREL has given directions to develop mechanisms based on consultation and initiative which; in the meeting with third-party countries, regions and international organisations; can stand up in a unified manner and represent actions of solidarity to protect the region's interests in terms of social, economic and political growth. Along the these lines, FOPREL has continued to promote the development of legislative studies that can ensure regional exchange and consultations, in order to enhance each country's efficiency in terms of handling its parliamentary exercises. This shows that FOPREL is ready to meet future developments to support and strengthen integrated Legislation - and at the same time preserve national and regional identity, as incorporated in its Charter, Acta Constitutiva.
