How FOPREL works


FOPREL's members nominate a President on a rotational basis. The President holds office for one year, and during this period, the selected serves as the head of
FOPREL's meetings - two regular sessions are held annually. The seat of the Presidency is his/her native country, thus the country holding the Presidency rotates as another Member State takes over after one year. Currently, Aristides Crespo Villegas (President of Congress, Guatemala) serves as the President of FOPREL.

As mentioned, the Forum has two regular sessions a year. Additionally, Extraordinary Meetings are held when needed.

The standardisation of laws, first and foremost the development of framework agreements, which in its normative form seek to be general and flexible, allowing FOPREL's member states to adjust for individual needs/local adaptations. Prior to reaching the framework agreements, which are formulated by their respective commissions,
proposals are sent to the Board of the Legislative Chamber in each Member State. Respective Legislative Chambers will then respond with comments to negotiate amended language before the new law is formed.
 

The executive responsibilities of FOPREL rest with the The Permanent Secretary, who is appointed by the Forum. The Permanent Secretary is responsible for following up on resolutions approved by the Forum, serve as the nexus of official communication and documentation - in addition to managing FOPREL's human and financial resources. Róger Miranda Gómez is currently serving as the Executive Secretary of FOPREL.
